All You Need to Know About NDPs, Handy Guide!

National Development Plan or Neighbourhood Development Plan?

5 Minute Analysis (you may or may not agree with this old cynic's cynical take on life but ignore him at your peril, he has lived a long, long time!).

Nationally, as far as I can tell, and I have a little imagination, there is universally so much vagueness, lack of clarity and misunderstanding surrounding NDPs, that I'm more and more convinced it was the governments original aim all along to sow seeds of confusion amongst us!

From what I can deduce, mind you I've 100% avoided partaking in this process on principle, so it's all supposition on my part, but NDPs were introduced by big government to increase development by convincing some villages that they could be in charge of decision making processes, when probably they weren't very much (clear as mud?), because the planning decisions are obviously still made by the same opaque bodies, from local councils, district councils to central government up on high, who from what I can see, don't seem to be in any way legally bound by these worthy well intentioned pieces of paper (but should of course 'take them into account'). But then, they've always had to 'take into account' local wishes, doesn't mean they do!

Great idea this, give the local people a title, perhaps a little funding, a communal purpose, in short, form worthy comittees (do you get a hat I wonder) and send the thousands/ tens of thousands of volunteers off to go and deduce where their particular villages do and don't want development, to help the national cause!

Chances are if you asked them straight if they wanted 1000 new houses in the horse meadows they'd tell you where to stick it and go off to knit a Greenpeace jumper!

But suggest a committe and they will naturally feel a little honoured to help in such a worthy way and will do just that, coming back with a local plan packed full of great new ideas and locations for housing estates with intricate little maps and reasons as to why this or that part of the village would be most suitable:)

And everyone will of course be so proud of Antie and Uncle's contribution to the sustainable development policy framework of the village

Like those magic tricks that rely on probability and positive thought planting, pick a card, any card, not everyone will buy it, yet somehow the magician usually knows exactly which card you're going to pick, because it's the one he is dangling closest to your nose and the atmosphere will get to you!

The NIMBYS will be left up a creek since it will be touted by very clever government lawyers using 1700's English, some Latin, Greek and bags of pretentiousness, that this is the wish of the local people who have collectively spoken and it is all down on paper to prove it, so that's that XYZ little village wants 1000 new houses and a multi storey cark park or whatever!

When all the locals thought they were saying was 'if we had to have it, which we don't really want, this would be the least worst place in the view of the most vocal of us!'

But it will come across as 'please build here' which is exactly as it was intended to!

So where will the District Councils place the new developments? Of course, in the villages that helpfully drew maps of where to place them, duh!

Very, very clever.

So what sort of people are attracted to these English Village NDP comittees?

Having never been to one I've no idea, so if anyone knows please feel free to enlighten this old cynic, but I'm guessing developers,people with building trade experience (very helpful to have onboard), landowners, retired accountants, trendy IT types with electric car charging points and of course, the usual well intentioned ladies of leisure (and men!) who really love to help with anything worthy, just suggest a cause and they'll be there, especially if you mention that word 'committee', ha ha I've got a thing about committees:)

Please let's all stick to flower arranging in the local church, art classes and drawing up placards saying 'Hands Off Our Village' like good little villagers should, we should all refuse to play big government's silly games and just tell them to get lost, it's much more helpful:)

Yes agree Pete er spot on . Funny old thing right from the start of the neighbourhood plan meetings the council were dead against all what the community were telling them. They made all the excuses under the sun cheating with pins on maps quite laughable. On the council there are a few die hard people that are dead against the bohunt developments and have done everything to stop it . And this is still going on . As for the neighbourhood plan suppose to be a plan by the people for the people forget it . Just as well put a stop to it now. Because now the council have got their way the community don’t stand a chance with the same councillors on the councils that will stop at nothing to stop any development on bohunt manor such a shame for liphook.

When they first came out I was dubious an NDP would work due to the two separate authorities having different housing figures to achieve and also different outlooks on development and that is part of the reason for the delay. Also some of the steering group have at various times not wanted to follow the plan given to them by paid for independent consultants. As soon as just one property developer starts to pile on the pressure it becomes difficult as some developers have millions to spend on lobbying for their own plots and some others do not.

Thanks for your replies guys.

This was a slightly light hearted, slightly earnest comment from me re the important NDP which it seems will massively affect the future of our village one way or another.

However, as Kevin Wyeth has responded to the other thread by offering an update after the 26th meeting, I have replied to him there and will suggest any discourse continues on that thread rather than this, where hopefully the whole village can get more involved in what's happening, learn facts rather than (slightly) humorous pleas from me, this is getting serious, the future plan does seem to capable of making the village better if it's got right, but the fear is the opposite could happen if got wrong, I fear there is still a lot of ignorance, apathy or misunderstanding, let's all try to get involved, behind it, let's hope all works for the best and the village continues to improve as the right infrastructure is placed in the right places at the right time for future generations wherever they may arrive here from!

I'll leave it there, up to Ed if he deletes this thread for the other.

ER you appear to have bought into all the the publicity and spin from the district council about NDPs and that is why you appear confused about them. Their purpose was never to “give the public what they want”. Luckily if it ever gets finished it will be voted on, and you may find that what you want is not in accordance with the rest of the voters! I can put you straight on one thing? Because the vote was taken when it was first started up to include the whole of the geographical area of Liphook Parish that means that a Neighbourhood development order will not be used. That would be too easy for a developer to bribe the NDP committee and to easy for the largest, most vociferous group of nimbys and the developers who back them to influence the process and in my opinion not democratic, unless the public vote on different sites to begin with. It has dissolved into a total mess and needs the committee to let the paid independents consultants get on with finishing it.
