NDP members

I was having a look at the Neighbourhood Plan website (accessed via the link to the left) to check on any updates on what's happening and noticed the current Chair, Kevin Wyeth, is no longer a steering group member.
He's now listed as a past member. Anyone know what's going on?
He seemed a bit of fresh air and the NDP appeared to be moving forward with meetings and events happening.
Be interested to know why all the good volunteers seem to resign..... or are they push?

To much interference from outside factors. IE council and pressure groups. Very frustrating working under such conditions. The community had a big input and told them what was wanted but it didn’t fit with certain groups so made it very difficult to carry on the good work.

Whilst some areas can benefit from neighbourhood plans, the clue is in the name - development- and due to the extra burden of having two different authorities to work with in planning terms, and the steep learning curve needed to understand the current outdated planning system it is no wonder that the Bramshott and Liphook Neighbourhood development plan has taken so long. It may have been wiser to originally choose a smaller area in which to focus planning attention, it was possible.

Interesting news
Kevin Wyeth was the chairman of the B&L PC NDP steering group on 12 July according to the published minutes. He is shown now the list of 11 “previous members”. The NDP group appears not to have publicised this change, save for removing Kevin’s details as chairman, there is nothing on the B & LPC website either.
Perhaps Kevin himself might like to add to this thread?
Interestingly the minutes for the 12 July meeting include the following statement:
“All agreed that Parish council and NDP are one and the same and that the NDP Steering Group acts as a delegated authority but does not make decisions”.
This statement is at odds with the language of the steering groups terms of reference:
“The purpose of the Steering Group shall be to work in partnership with Bramshott & Liphook Parish Council to oversee the preparation of a sound Neighbourhood Development Plan (NDP) in conformity with the local planning authorities, East Hampshire District Council and the South Downs National Park Authority and in conformity with national planning legislation.”.
The use of the word "partnership" indicates the steering group to be a separate entity from the parish council, even if it has delegated authority. This might seem a play on words but in terms of structure and responsibilities quite important to consider

Is the whole NDP concept just a farce to make residents feel like they have a say but actually is just lip service. Has anything come out of the NDP that is useful and will actually come to fruition?

Spot on local resident complete waste of time and money. All the inputs made by the community completely ignored. EHDC the same lots of questionnaires and surveys so they can put it all in the bin and tick another box . The people of liphook know what they want but NO ONE LISTENS.

It does seem the NDP is taking a very long time to actually publish its proposals, and it does seem to go through an awful lot of steering group members in the process.
I attended a couple of the events that occurred a few months ago and understood that an open day, to enable the public to comment on their policies, was due to happen before the end of the summer. That was cancelled with no reason.
Erics observation about the minute that states “All agreed that Parish council and NDP are one and the same and that the NDP Steering Group acts as a delegated authority but does not make decisions” could well be the answer.
Is it possible the Parish Council has fully taken over the NDP and are doing the same thing they have done for 40 years and bully anyone they don't like, and who have different ideas to them, to the point when they resign and leave?
I notice there's an NDP meeting on the 13th so perhaps it could be an interesting one to visit to see what is said?

Hi Kevin, thanks for offering a full update after the meeting on 26th. Where is it being held and what time, is it open to the public to attend?
Could I ask you to please kindly put the nuts and bolts of what is happening in laymans terms as far as possible for us more simple villagers, ie how far we've got left to go, what the powers of the Plan are (ie do they guide or do they dictate planning applications and does the community get the final say or is it still the Parish Council, Local Council, District Council/ DCLG ) etc as I'm still rather confused and I suspect a lot of others are too:)
Does the NDP cover land in and out of the National Park Authority, because my understanding of National Parks was noone had authority to allow planning there but the Park Authority themselves, is this overruled by the NDP?
PS I'm just reading about Neighbourhood Development Orders (NDOs), will the NDP ultimately be aiming at getting one of those and would that give the NDP committee or Parish Council the right to grant planning requests within the allotted areas in the NDO without interference from anywhere on high?
Will there need to be a village referendum before obtaining an NDO (as opposed to NDP) or perhaps both, if it is the NDP members plan to get an NDO?
I'm trying to get my head around this, many thanks!
