SpeedWatch

You often tell us that speeding is one of the biggest community concerns in your area and as such we want to work with you to set up a Community SpeedWatch programme.

Community SpeedWatch will be co-ordinated by Hampshire Constabulary in partnership with your local council and other agencies. The scheme itself will be run by your local police safer neighbourhood teams and the community volunteers.

How does it work?

SpeedWatch can only operate on roads with a speed limit of 30 mph and under. The best locations would be 20 mph zones and community and residential areas that have a 30 mph limit. Community volunteers work alongside Hampshire Constabulary officers to identify vehicles which exceed the speed limit.

Details of the vehicles will be collected at the time of the alleged offence and then entered onto a database. The registered owner of the vehicle will then be sent a letter telling them that their vehicle was seen exceeding the speed limit, how it affects the local community and asking them not to do so in the future. If the same registration number is logged again within 12 months the owner will receive a warning that if the vehicle is seen speeding a third time the details will be passed to an officer who may take further action.

Commercial vehicles or vehicles that belong to companies will have a separate letter sent to the local transport manager and the roads policing unit will be made aware.

What next?

Community SpeedWatch locations will be suggested by the local community and the police but will have to be sanctioned by Hampshire Constabulary’s safer roads officers. A risk assessment of the location will have to be done before activity can take place.

Volunteers must be aged at least 17 years and each scheme needs a minimum of six volunteers. Keen applicants will need to complete an application form and vetting process which can take up to six weeks to clear. Specialist training will be given to volunteers and any local travelling or out of pocket expenses will be covered.

Community volunteers working on the roadside will be given use of high visibility jackets, wet weather equipment, road side signs and equipment to monitor speed and record vehicle details. Volunteers will be covered under Hampshire Constabulary’s public liability insurance for roadside working.

I'm very surprised we only have three volunteers, as we all know we have a serious problem with speeding through our village.
If we don't do something, their will be a very serious incident.
I feel sorry for parents with children walking along the Headley Road with cars, lorry's and vans speeding pass, with no consideration for them or the weather conditions.
Come on volunteer and make our village a safer and more nicer place to live

Would it be possible to have 'Won't indicate at the Liphook roundabouts - watch'? I find it to be a much bigger problem than the hype of speeding.

I'd like the offenders to receive a letter which won't lead to a prosecution.............

I'd like drivers to stay a safe distance behind cars when driving through our village, especially when I am doing the speed limit! I'd love a 'get out of my boot' sign to come up in my rear window when drivers get too close! What were we told in our driving lessons? Choose a spot like a lamp post, when the car in front passes it, count "one thousand, two thousand" and then you should be passing the lamp post!
Everyone is in such a hurry - allow that extra 5 mins for your journey, drive with consideration for other road users and we will all arrive in one piece!

I couldn't agree more with all the comments, I am fed up with people travelling in my boot, or overtaking! There must be more than three volunteers in a village this size that is constantly growing. I would love to help but feel working full time and already volunteering with local organisations such as guides and managing a youth football team, there must be plenty of people that have some spare time for the good of the village

My personal view of speeding in Liphook is it is not the biggest issue. Vandalism, people using non-hands free 'phones while driving, not stopping at the Zebra crossing, and the ridiculous traffic density during the school run period. If Liphook's traffic actually worked, then it might be an issue.

I could not agree more with Rob, there are certainly a lot of people who drive around in liphook with broken indicators!! Roundabouts are designed to keep the traffic flowing!!

For those people concerned about speeding traffic in Liphook, I am pleased to say that the Speedwatch scheme should be operational in Liphook as from July. It would be good to have a few more volunteers to help as 3 people at one time are needed before the machine can be used. You need to be police checked first, so if you are interested please pass your details on to me via this site or tell the parish office. Mr Gordon Clarke is our local coordinator, he will organise rotas etc.

So we are expected to do the police's job for them? I fully support the schools and commend the volunteers, but why aren't the police doing it? We pay in our council tax for the local police surely they should be doing this? How often do we actually see the police patrolling liphook?

A question for you : if you catch your lovely long time neighbour or your brother doing 25 in a 20 zone do you book him or forget you saw it ? Wouldn't this job be best left to the police ?

Am I reading this correct????
First a letter.
Then a warning for repeat performance.
Then perhaps police action for third performance.
This will certainly cut down speeding in the village.
Unbelievable.

In June 2011 a pair of flashing speeds signs were acquired by the Parish Council at a cost of £10,000. At the time I was told that they would be placed at places where drivers were speeding e.g. Passfield, Midhurst Road. A few months later they disappeared, never to be seen again. Can any one tell me where they have gone

i live near the round abouts at sainsburys and late at night they turn into a racing track, where many different people speed and 'drift' round them. Many nights i have wished i had a camera to record them, then pass it on to the police, but i got told nothing would get done about it as i didnt tell the drivers that i was recording them...! but i also agree with the point about what if we know the person (family/friends) speeding...? yeah of course they need to be dealt with but i wouldnt like to be that person...? i think there should be speed cameras put up in 'hotspots' in the village instead of 'people' :/

.....forget speeding and concentrate on driver education.

While stuck in traffic, which was queuing to turn into the school from Headley Road, we watched in amazement as 2 cars and 1 large van got bored and drove down the wrong side of the road including going over the pedestrian crossing - oblivious to anyone who may have attempted to use the crossing.

Illegal, most probably, driving without due care and attention for sure.

Also, why does a speedwatch scheme need police, the local council and other unspecified agencies to work - save money and just have the police and volunteers.

The reason the Parish council is involved is that most of the pressure from the local community to manage the traffic problems is directed to the Parish council. It is the Parish councils who are paying for the equipment, as well as a District Council grant from councillor Angela Glass The Police in recent years have suffered funding cutbacks and do not have the manpower for this. This scheme is nationwide.

Hi Barbra,

While the Parish Council is on the receiving end, it can pass it on to the DC and Police, the funds come from the district and county respectively. No need to have everyone involved.

While we are on the topic of volunteers, any thoughts on how people can be better instructed on navigating the 3 roundabouts in Liphook - based on the discussion on this forum its a perennial problem of people failing to understand "how to go round a roundabout properly"

In anything but a very small car it can be difficult to go aound the roundabouts properly as so many people put the front of their car well over the white line when they stop at the approach to the roundabout.

The mind boggles thinking about what the situation will be when the hundreds of new houses are built. I'm beginning to appreciate the fact that my driving years have only a limited time to go.

Good question Jaybee. Where are the flashing signs? I heard that they had lost the batteries and couldn't afford to get new ones. Deathly silence from the Council. You should write to them and ask them. Not worth going to the Haskell Centre as it is closed most of the time and you probably wouldnt get a sensible or honest answer.

Have just read the minutes of the council meeting October 31 minute 127/16 over 3000 cars speeding since speed watch commenced..
Please explain why everyone needs to drive fast, is it that as soon as they get behind the wheel their brain moves to their backsides or do they forget that they are in a vehicle that can kill . I wonder where they learnt to drive The Gobi desert ??

I agree with the Speed Watch Scheme, but I would like to see this being carried out further up the London Road say near the Recreation Ground and mid way down Headley Road as they seem to set up in the same locations, these being as you enter Liphook from A3 south bound - London Road just after the 30 Limit sign and exiting the Village on the Headley Road towards Passfield.

Does it give any information about how fast these drivers were going and where. How many were just speeding up a little or slowing down as they passed the national speed limit sign? (No excuse I know - but very different to 50 mph through the centre of the village!)

I saw some local volunteers on the London Road a couple of weeks ago with a big floor mounted LED speed sign.

Happy to say I got a 29 mph and a smiley face displayed!!

Unfortunately I seem to have received a letter regards my vehicle speeding along haslemere road, Liphook on the 10 June at 14:59,,,this is a major problem because i have security camera footage at a location over 75 miles (I live and work in Wiltshire) away of both me and my vehicle across the whole day from 7am til nearly7pm. My car didtnt move and the video of me is with other people, all date and time stamped.
Clearly there is a clone of my registration in your area which I have now reported to Hampshire police, Wiltshire police and the DVLA for them to investigate fully as this clone could be used in a serious crime or involved in a road fatality. hopefully they will be in contact with you soon
Do you take video or camera footage of the vehicles at all ?

From reading up on the rules and regs, i understand that “The record is to include date, time, site post code at which the CSW took place, number of total vehicles passing, index number and description of speeding vehicles, “
I would be interested if you do record this and if the description matches that of mine.. I have supplied the security camera footage of where my car was at the time in with my report to the police
